When a Property is upgraded to its final stage, it is considered “Locked.” Locked properties provide their maximum value with each pass of Go. Additionally, Locked Properties cannot be stolen by other players. Landing on a Locked Property owned by another player does nothing to the player who landed there. Locking a property, itself, does not award money. But, the upgrading applied after locking will award coins to the locking player.
